   Bilaspur    A big case of flouting the transfer policy in the education department has come to light in Bilaspur district. Despite the administrative transfer of Rajesh Kumar Tiwari, physics lecturer of Higher Secondary School Sarwani, he remained posted as before for two years, and the teacher Ghanshyam Devangan, who came to the same post by government order, was declared 'surplus', this clearly shows how the bureaucracy has flouted the court's decision and the government's orders.

The court gave the order, the officers ignored
Rajesh Tiwari was transferred to Hardi School in Mungeli district in the year 2023. He objected to this and challenged it in the court, but ultimately the court upheld the government's order and directed to relieve Tiwari from duty and send him to Mungeli. But the department neither relieved Tiwari nor sent him to the transferred place. On the contrary, Tiwari was retained in Sarwani school and Ghanshyam Devangan, appointed by the government, was also posted there. As a result, two teachers of the same subject are teaching in the same school and both are getting their salary from Bilaspur.

The truth was revealed when Devangan was made surplus.
The most shocking thing was that in the recently released rationalization list, Ghanshyam Devangan's name was included as 'surplus', whereas the reality is that he was posted on the orders of the government. Devangan was made a scapegoat to save Tiwari, who had been transferred.

When Devangan reached the District Education Officer's office with his objection, the application was taken but no acknowledgement was given. After this, he submitted a memorandum to the Collector. But the District Education Officer's office did not take any action on his application. On the contrary, the list was even revised by taking prompt action on some other selected applications.

The disclosure was made in front of the Collector.
On Wednesday, when Devangan directly met the Collector and informed him about the entire matter and submitted evidence, the matter was completely exposed. Now it remains to be seen what action the Education Department takes on this injustice.

Serious question:
    Isn't it an administrative offense to deliberately ignore a court order?
    Will responsible officials be punished for disobeying government instructions?

    How many more such cases are left in which teachers are still at their places despite transfer?

This case is not only a violation of the rights of teacher Devangan, but also gives a glimpse of a big administrative conspiracy. The question now is whether the government will take fair action in this case or will the teachers fighting for justice continue to lose to the system?
